29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): a) North Side of the Roof - Roofers were observed on a flat roof without fall protection installing tar paper/shingle sheets at the edge of the roof exposing them to a 28 foot fall hazard. b) West Side of the Roof - Roofers were observed on a flat roof without fall protection melt sealing shingle sheets at the edge of the roof exposing them to a 12 foot fall hazard. c) Between the 1st and 2nd Floors - Roofers were observed walking past an unguarded stair opening exposing them to a 10 foot fall hazard. d) North Side of the Building - Roofers were observed using an unguarded the ramp to enter and exit the building exposing them to a 13 foot fall onto the basement patio deck.
