29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: (a) 142 The Crescent (Worksite), Garage area - An employee accessed the second story work area, measured to be 14'-7" above the ground below, using a 20' Werner aluminum extension ladder, Model # D1520-2. Although the ladder was capable of extending beyond the landing, it was placed even with the second story floor joists, on or about July 5, 2013. (b) 142 The Crescent (Worksite), First and second story- An employee used a 6' Werner fiberglass stepladder, Model # T7406, for access between the first and second floor landings. The ladder was 4' short of the landing, on or about July 5, 2013. Note: In addition to abatement certification, the employer is required to submit abatement documentation for this item in accordance with 29 CFR 1903.19.
