29 CFR 1926.1053(a)(8): A metal spreader or locking device was not provided on each stepladder to hold the front and back sections in an open position when the ladder was being used: (a) At the residential construction site of Lot 5-B in the Cortona subdivision an employee was using a 6-foot step ladder in the closed position and not in the opened and locked position while performing interior framing as observed on or about July 19, 2013.
