Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to compressed gas cylinders that were not secured to prevent falling or rolling as required by the Compressed Gas Association Pamphlet P-1 2008 Section 5.8.4.    On or about August 8, 2013, cylinders containing compressed gases including, but not limited to, hydrogen, acetylene, and argon were free standing.
