29 CFR 1910.1030(c)(1)(ii)(B): The employer's Exposure Control Plan did not include the schedule and methods of implementation for 29 CFR 1910.1030(d) methods of compliance: On or before 6/24/2013, the company's Exposure Control Program did not include written descriptions of the following: a) The means to contact the appropriate contracted cleaning company in circumstances where local responders are unable to decontaminate equipment surfaces; b) The procedure or protocol to determine the location that decontamination can most conveniently and safely be conducted; c) The oversight of decontamination to assure satisfactory completion prior to putting equipment back in use; d) The oversight of contaminated equipment, including warning signs posted in the area to prevent unplanned employee contact; e) The means to either complete tying brakes, or alternate means of securing the train components so that no railway employee would accidentally contact blood and/or OPIM residues on surfaces; f) The means to report potential for blood exposure or contact with contaminated surfaces; and g) The means to obtain a sharps container if necessary, identify which hospitals have contracted to receive sharps or waste materials or to identify alternate handling methods.
