29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. (a). On the breezway connecting the second floor level of the multi-family units, no guardrails were installed to protect the employee working in the area from the 12 foot fall hazard from the open sides to the ground below as observed on or about July 31, 2013.

Employees installing subfloor decking at the second floor level of the multi-family construction, were not protected from falls greater than 10 feet, where employees were exposed to a leading edge created by the installation of the subfloor decking. as observed on or about July 31, 2013.
