29 CFR 1926.501(b)(11): Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels was not protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems: (a) On the northeast side of the building, employees installing an Exterior Insulation and Finishing System (EIFS) from an unprotected steep roof were not protected from falling as no fall protection measures were in place to protect the employees from a fall hazard of approximately 13-feet, 6-inches to the next lower level.

29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and the guardrail supports as specified in paragraphs 1926.451(b)(1)(i)-(ii): (a) On the northeast side of the building, employees were installing an Exterior Insulation and Finishing System (EIFS) from scaffold working platforms that were not fully planked. The employees were exposed to a fall to an unprotected steep roof which was approximately 13-feet, 6-inches above the next lower level. Joe Newman Drywall was previously cited for a violation of this occupational safety and health standard or its equivalent standard, 29 CFR 1926.451(b)(1), which was contained in OSHA inspection number 312775943, citation number 02, item number 001, and was affirmed as a final order on March 30, 2010, with respect to a workplace located at 4915 River Road, Columbus, Georgia.
