The employer has not provided the required information and training to employees.

29 CFR 1910.1200(g)(8): The employer did not ensure that material safety data sheets were readily accessible to the employees in their work area during each work shift: (Construction Reference: 1926.59) Guam Hilton Parking Deck - On or about 8/8/2013, and at times prior thereto, the employer did not maintain Material Safety Data Sheets (MSDS's) for chemical products currently being used at the work site. Employees use SK KAKEN Mirac Sealer Eco White paint and Compo Silicon W55 admixture thereby exposing employees to the hazards listed on the MSDS's.

29 CFR 1926.51(f)(1): The employer shall provide adequate washing facilities for employees engaged in the application of paints, coating, herbicides, or insecticides, or in other operations where contaminants may be harmful to the employees. Such facilities shall be in near proximity to the worksite and shall be so equipped as to enable employees to remove such substances. Guam Hilton Parking Deck - On or about 8/8/2013, and at times prior thereto, adequate washing facilities were not provided for employees observed applying SK KAKEN Mirac Sealer Eco White paint and Compo Silicon W55 admixture on parking deck walls. No soap or hand towels were not provided. Employees did not wear gloves and were observed with paint on their fingers and hands.

The manufacturer's MSDS recommends avoiding skin and eye contact.
