OSH ACT of 1970 Section (5)(a)(1):     The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to crushing/amputation hazards:    a) Barkley Power Plant, Kuttawa, KY - On or about 7/25/13, employees were exposed crushing/amputation hazards while operating riding lawn mowers without ROPS and seatbelts and mowing across the face of the embankment.      Among other methods, one feasible and acceptable method to correct this hazard is to train employees on the proper use of safety equipment including, but not limited to, the use of Roll-Over Protective Structure (ROPS) and seat belts in accordance with manufacturer's instructions and enforce their usage and ensure that employees follow the safe operating practices of the equipment in accordance with  the Operator's Manual and enforce those practices such as, but not limited to, not using mowers on slopes in excess of 15 degrees and mowing up and down the face of steep slopes, never across the face.    In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).
