29 CFR 1910.23(e)(2): Stair rails did not consist of a top rail, intermediate rail and/or posts, with the vertical height not more than 34 inches (86.36 cm) nor less than 30 inches (76.2 cm) from upper surface of top rail to surface of tread in line with the riser face at the forward edge of the tread.   On or about August 12, 2013, Tettens Grain Incorporated employees accessed the storage area above the office by a stairway equipped with a stair railing that was not in line with the two upper most risers at the forward edge of the tread.     Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.19(c).
