29 CFR 1926.21(b)(2): The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury.       a.  Agana Seawall Project - Noted on or about 8/19/13 and at times prior thereto, two men were involved in diving/snorkeling operations, a non-routine task.  The employer did not train these employees about the potential hazards associated with working in the water such as, but not limited to, biological hazards (sealife), drowning or other medical emergencies requiring treatment or evacuation, and safe means of egress.   It should be noted that the employer prepared job hazard assessments for employees working shore side but did not include employees working in the water.
