Employees were working on the roof and were not protected with fall protection system.

29 CFR 1926.1052(c)(1)(ii): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with a stairrail system along each unprotected side or edge: a) On or about August 24, 2013 and at times prior, Fleck Construction, Inc. as the controlling employer did not ensure that the employees of Ibarras Construction, Inc. were protected from fall injuries while using the stairs. The stairs were not provided with a stairrail.
