29 CFR 1910.107(c)(9)(i): All metal parts of spray booths, exhaust ducts, and piping systems conveying flammable liquids or liquids with a flashpoint greater than 199.4 °F (93 °C) or aerated solids shall be properly electrically grounded in an effective and permanent manner:   a) for the portable gelcoat and resin spray rigs used in the manufacturing fiberglass reinforced boats, as observed on or about 09/03/2013 and 11/12/2013.  During the inspection, some spray rigs were observed with the drums of flammable liquid sitting on plywood on the metal carts.  This prevents bonding between the drum and the cart.  The carts must also be bonded when in close proximity to other metal components such as but not limited to the frames supporting the molds during spraying.

The guards for the spindle ends of the abrasive wheels were missing on both sides.

The tongue guards were missing on both sides.

The ground pin was missing from plug connection.

29 CFR 1910.307(c): Equipment, wiring methods, and installations of equipment in hazardous (classified) locations were not intrinsically safe, approved for the hazardous (classified) location, or safe for the hazardous (classified) location     a) in the Finishing Department, at the dispensing area for a 55-gallon container of Armorflex (Gelcoat), as observed on or about 09/04/2013.  Neither the duplex electrical outlet or the equipment (portable buffer and radio via extension cords) were approved for Class 1 Division 2 locations.  The equipment was within 5-feet of the flammable liquid dispensing area.
