29 CFR 1926.503(a):  The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  a) 840 - 842 Christian Street - Employees were egressing from an approximate eleven (11) foot roof without being trained to recognize the hazards of falling and the procedures to follow in order to minimize these hazards thus exposed to fall from height hazards when jumping from the roof to the hood of the work truck. The tubular welded frame scaffold was erected on a sloped metal roof with blocks of wood for leveling.  On or about September 05, 2013.   Penn Stucco, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.451(c)(2), which was contained in OSHA inspection number 448073, citation number 1, item number 2b and was affirmed as a final order on 10/10/2012, with respect to a workplace located at 1824 Christian Street, Philadelphia, PA.

Employees were using the side frame of the scaffold to access and/or egress the working levels.  Observed on or about September 05, 2013.
