29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system: Employees performing a residential roofing job that consisted of five duplexes located at 3116, 3118, 3120, 3122, and 3124 Randolph in Topeka, Kansas, were exposed to fall hazards of approximately 8.5 feet from the roof's eave to the ground/concrete below. The employees were reroofing the 8 x 12 pitch roofs with no fall protection in place.

1926.1053(b)(1) The side rails of a portable ladder shall extend at least 3 feet above the upper landing surface to allow access: Employees performing a residential roofing job that consisted of five residential duplexes located at 3116, 3118, 3120, 3122, and 3124 Randolph in Topeka, Kansas, were exposed to fall hazards of approximately 8.5 feet from the roof's eave. The portable ladder was not positioned in a manner to ensure the side rails extended at least 3 feet above the upper landing surface to allow employees safe access.
