Pressure relief valves on compressors were located to discharge under a canopy at heights of approximately 54 to 66 inches from the ground, and hydrostatic relief valves for pipes were located to relieve at ground level.    b) At the facility, on or about 9/24/13: The process safety information did not include dates of installation for pressure relief valves to determine 10 year replacement schedules.     Abatement certification must be submitted for this item.

29 CFR 1910.38(c)(3): An emergency action plan did not include procedures to be followed by employees who remain to operate critical plan operations before they evacuate:    a) At the facility, on or about 9/24/13: The emergency response plan did not contain accurate procedures for employee response to a release situation. The program referred to employee use of water spray to extinguish fires, the company no longer had this option available at the facility. It was current practice to utilize the bath fire department for fire fighting measures.    Abatement certification must be submitted for this item.
