29 CFR 1926.502(b)(3): Guardrail systems were not capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied within 2 inches (5.1 cm) of the top edge, in any outward or downward direction, at any point along the top edge:  a) On or about 10/4/13 at the New Residence Hall Project located at SUNY Fredonia, Fredonia, New York; an employee working on the 3rd floor was placing reinforcing steel for the concrete deck. The employee tripped and attempted to catch himself on the guardrail system protecting a floor hole. The guardrail system failed and the employee to fell approximately 20 feet.  NO ABATEMENT CERTIFICATION REQUIRED
