29 CFR 1910.1000(a)(2): Employee(s) were exposed to an airborne concentration of particulates not otherwise regulated (respirable fraction) listed in Table Z-1 in excess of the 8 hour Time Weighted Average concentration of 5 milligrams per cubic meter: a) In the Roll Circuit Area, on or about March 14, 2014 - A Laborer walking the perimeter of the roll circuit was exposed to respirable dust at a time weighted average exposure of 5.73 mg/m3. This level is 1.1 times the permissible exposure limit of 5 mg/m3 as a time weighted average concentration. Sampling was performed by an OSHA compliance officer on 3/14/14 for 393 minutes and zero exposure was assumed for the unsampled portion of the shift.

29 CFR 1910.1000(e): Feasible administrative or engineering controls were not determined and implemented to achieve compliance with the limits prescribed in 29 CFR 1910.1000(a) through (d): a) In the Roll Circuit Area, on or about March 14, 2014 - The employer did not implement feasible adminstrative controls or engineering controls to achieve compliance with the particulates not otherwise regulated (respirable fraction) permissible exposure limit. An employee was exposed to particulates not otherwise regulated (respirable fraction) above the permissible exposure limit. (See description of employee exposure in Citation 1, Item 1a).
