29 CFR 1926.701(b): Reinforcing steel. All protruding reinforcing steel, onto and into which employees could fall, shall be guarded to eliminate the hazard of impalement.    At the front of the project on November 14, 2013, there were no rebar caps on numerous rebars that protruded about 8-24 inches from the foundation of the front retaining wall. Employee were observed working above rebars, thus exposing himself to impalement hazards.
