The structure under construction contained about 10,000 square feet.  Onsite, there were pieces of lumber and empty paper bags that had contained cement.  Potential ignition sources included electrical equipment, smoking, and vehicles.  There were no alternate means to fight fires onsite, such as, 55 gallon drums with water and pails or hoses connected to water sources.
