29 CFR 1926.502(b)(3): Guardrail systems were not capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied within 2 inches (5.1 cm) of the top edge, in any outward or downward direction, at any point along the top edge. On or about November 6, 2013 at 600 N Thomas Street, Athens, GA: An employee working on a junction box near the Stair #1, Section D was exposed to a fall hazard of 10 feet 7-3/4 inches to the lower level when the top rail of the guard rail system was not secure.
