29 CFR 1926.704(a): Precast concrete wall units, structural framing and tilt-up wall panels were not adequately supported to prevent overturning and to prevent collapse until permanent connections were completed:     (a) for employees working at the I-275 and Lois Ave. expansion located in Tampa (FL) who were in the process  of securing a Mechanical Structured Engineered (MSE) wall panel that weighed approximately 1,800 - 2,000 pounds, and was approximately 7- 8 feet tall.  An employee signaled the operator of a Cat 938 Loader with a boom attachment to disconnect and move away from a partially secured MSE wall panel which allowed it to become unstable, strike and trap an employee underneath, on or about January 15, 2014.    or in the alternative:    OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees:     (a) for employees working at the I-275 and Lois Ave. expansion located in Tampa (FL) who were in the process  of securing a Mechanical Structured Engineered (MSE) wall panel that weighed approximately 1,800 - 2,000 pounds, and was approximately 7- 8 feet tall.
