29 CFR 1926.20(b)(2): Frequent and regular inspections of the job site, materials, and equipment to be conducted by a competent person designated by the employer was not provided by the employer who was responsible to initiate and maintain an accident prevention program:  a) Jobsite located at 296 Perrine Boulevard, Manasquan NJ: A competent person did not conduct frequent and regular inspections of the jobsite.  Employees on this site were exposed to hazards including, but not limited to fall hazards.  Conditions observed on or about 01/08/2014.

29 CFR 1926.501(b)(13):   Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, or personal fall arrest systems, nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502.  a)  Jobsite located at 296 Perrine Boulevard, Manasquan NJ:   Company employees from VH Construction Inc., were exposed to fall hazards of approximately 21 feet to the ground below without using fall protection or guard rails while framing the top level of a residence under construction.  Occurred on or about 01/08/2014.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  a)  Jobsite located at 296 Perrine Boulevard, Manasquan NJ:   Company employees from VH Construction Inc., were exposed to fall hazards of approximately 21 feet to the ground below without using fall protection or guard rails while framing the top level of a residence under construction.  The employees did not have fall protection training.  Occurred on or about 01/08/2014.
