29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  On or about February 3, 2014, at the above addressed work site, employees were not trained to recognize the hazards associated with working at an elevation, exposing employees to the hazards associated with falls.  Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).

Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b):    On or about February 3, 2014, employees performing residential construction operations next to window openings on the second floor, fourteen (14) feet five (5) inches above the ground, were not protected from falling, thereby exposing employees to fall hazards.    There is no abatement certification or documentation required for this item.
