29 CFR 1903.19(d)(1): The employer did not submit to the Agency documents demonstrating that abatement is complete for each willful or repeat violation and for any serious violation for which the Agency indicates in the citation that such abatement documentation is required:   a)  The employer failed to provide documentation demonstrating the abatement methods and completion as cited in Citation 1, Item 1 for hazards associated with unprotected sides of walking/working surfaces and Citation 1, Item 2 for using the top step of a stepladder.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  On or about February 5, 2014, employees working from the exterior / interior wall top plates installing floor joists were doing so without fall protection.
