29 CFR 1910.1200(h)(3)(iv):   The details of the hazard communication program developed by the employer, did not include an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet, including the order of information and how employee could obtain and use the appropriate hazard information:  a.  On or about February 4, 2014, employees working as welders and yard laborers at the marine terminal were using chemicals such as, but not limited to, hydraulic oil, brake fluid, propane and argon cylinders, and the employer did not include in their hazard communication training an explanation of the new labeling system and safety data sheet.  The purpose of the training is to ensure that when employees begin to see the new hazard communication system (HCS 2012) compliant labels and safety data sheets (SDSs) in their workplace, they understand how to use them and access the information effectively.
