29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, sturcure, personnel hoist, or similar surface was not used: a) 223 1st Street, Jersey City, NJ - top floor Employees were conducting masonry work from a tubular welded framed scaffold approximately 6ft above the lower surface. A ladder was not provided for employees to use as a means of access. Violation observed on or about 10/21/2013

29 CFR 1926.452(c)(2): Tubular welded frames and panels were not braced by cross, horizontal, or diagonal braces, or combination thereof, which would have secured vertical members together laterally: a) 223 1st Street, Jersey City, NJ - top floor Employees were conducting masonry work from a tubular welded framed scaffold approximately 6ft above the lower surface. The scaffold was not fully braced as it was missing cross bracing units. Violation observed on or about 10/21/2013
