29 CFR 1926.25(a): During the course of construction, alteration, or repairs, form and scrap lumber with protruding nails, and all other debris, shall be kept cleared from work areas, passageways, and stairs, in and around buildings or other structures.    (a) Soto Siding @ 413 E. 29th Street Drive, Greeley, CO 80631: On and before December 12th, 2013, the exposing employer did not ensure the work areas around and in front of the home under construction was kept clear of scrap 2x4 boards having nails sticking out. This condition exposed the employees to puncture hazards.

29 CFR 1926.1053(b)(1):  Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access:    (a) Soto Siding @ 413 E. 29th Street Drive, Greeley, CO 80631: On and before December 12th, 2013, the exposing employer did not ensure that the extension ladder used by an employee to gain access to the 4 in 12 pitch roof was extended at least 3 feet above the roof top for safe access. This condition exposed employees to the hazard of falling from elevation at a measured distance of 14 feet eave to ground.

29 CFR 1926.1053(b)(4):  Ladders were used for purposes other than the purposes for which they were designed and in accordance with the manufactures safety recommendations:      (a)Soto Siding @ 413 E. 29th Street Drive, Greeley, CO. 80631: On and before December 12th, 2013, the exposing employer was using a step ladder to support the end of an aluminum scaffold plank, which was used by employees performing siding activities on the new residential home under. The ladder was being used for purposes contrary to the manufacturers safety instruction.  This condition exposed employees to falling from an unstable walking/working platform.

CFR 1926.501(b) (13):  Each employee engaged in residential construction activities 6 feet (1.8m) or more above lower levels were not protected by guardrail systems, safety net system, personal fall arrest system, or other approved alternative fall protection system:      (a) Soto Siding @ 413 E. 29th Street Drive, Greeley, CO. 80631: On and before December 12th, 2013, the exposing employer did not ensure that fall protection was used by an employee working from a 4 -in-12 pitch roof on a two-story residential home under construction. The employee was observed attaching a pump jack post to the roof without the use of a fall protection system. This condition exposed the employee to a the hazard of falling 14 feet eave to ground.       Soto Siding was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 392262, citation number 1, item number 1b and was affirmed as a final order on June 16th, 2012, with respect to a workplace located @ 601 Stoney Brook Rd., Fort Collins, CO 80525.    Soto Siding was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 864983, citation number 1, item number 1b and was affirmed as a final order on April 24th, 2013, with respect to a workplace located @ 154 Sycamore, Johnstown, CO 80534.    Soto Siding was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 929074, citation number 1, item number 1 and was affirmed as a final order on December 6, 2013, with respect to a workplace located @ 2269 Mansfield Street, Johnstown, CO 80549.
