At the site, where chemicals such as, but not limited to, methylene bisphenyl isocyanate, were used for the blending and coating of fertilizers, the employer did not have a written hazard communication program.

29 CFR 1910.1200(f)(5): The employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged, or marked with the identity and appropriate hazard warnings regarding the chemicals contained therein:  a.  In the research and development department, a one gallon container was marked only as Pluracol with a marker over the surface of the container, a three gallon container, two one gallon containers and two 16 oz. containers had no labels at all, as observed on or about 02/27/14.

Employees were not trained regarding the hazards associated with blending and coating of fertilizers   a. At the site, employees were exposed to chemical hazards during blending and coating of fertilizers, in that, training was not conducted on the proper use, handling and storing of hazardous chemicals such as, but not limited to, various blends of fertilizers, methylene bisphenyl isocyanate, and Polylol, on or about 03/05/14.
