On or about March 18, 2014; on the east side of the jobsite, the employer allowed employees to operate a mobile truck crane (BLH Lima 600-T S/N 35609) while using outrigger floats without ensuring that the outrigger floats were attached to the outriggers.

29 CFR 1926.1417(c)(1): The procedures applicable to the operation of the equipment, including rated capacities (load charts), recommended operating speeds, special hazard warnings, instructions, and operator's manual, were not readily available in the cab at all times for use by the operator. On or about March 18, 2014; on the east side of the jobsite, the employer allowed employees to operate a mobile truck crane (Lima 600-T S/N 35609) without ensuring that a complete operators manual was maintained readily available in the cab at all times for use by the operator.
