29 CFR 1926.451(f)(7): Scaffolds were not erected, moved, dismantled, or altered, by trained and experienced employees under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration: a) 337 South 20th Street, Philadelphia, PA- Employees erected a steel frame mason's walk through scaffold four frames high and began sill replacement and pointing operations at heights up to 27 feet above a lower level from the incomplete scaffold. There was no one competent in scaffold erection present directing the work. Noted on or about March 21, 2014.
