29 CFR 1926.20(b)(2): The employer did not ensure that frequent and regular inspections of the job sites, materials, and equipment were conducted by a competent person: (a) Main Building, B Area - The competent person did not ensure that employees who performed steel erection activities less than two stories above the ground used a fall protection system, and an employee setting up perimeter safety cables on the second floor, 16 feet 4 inches above the ground, did not have protection from the hazard of falling to the ground below, on or about March 24, 2014. No abatement certification or documentation required.

29 CFR 1926.760(a)(1): Each employee engaged in a steel erection activity who was on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level was not protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems, or fall restraint systems: (a) Main Building, B Area - An employee walked along the exterior edge of the second floor, 16 feet 4 inches above the ground, preparing to install perimeter safety cables. While performing this work activity, the employee had no protection from falling to the ground below, on or about March 24, 2014. SEK CONSTRUCTION, LLC WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD OR ITS EQUIVALENT STANDARD 1926.760(a)(1), WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER 314240094, CITATION NUMBER 1, ITEM NUMBER 3, AND WAS AFFIRMED AS A FINAL ORDER ON DECEMBER 13, 2010, WITH RESPECT TO A WORKPLACE LOCATED AT PSU BERKS, NEW LAB/CLASSROOM BULDING, READING, PENNSYLVANIA 19610. No abatement certification or documentation required.
