29 CFR 1926.451(b)(1):   Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and the guardrail supports as follows:  On the east side of the apartment complex, on or about March 25, 2014, employee(s) were exposed to a fall of up to approximately 21 feet in elevation to the ground level below, from a scaffold that only had 2 planks in most areas for the decking where there was room for 4 planks, while applying stucco to the outside wall.
