(a) On or about April 4, 2013 in the Overhead Crane Cab, employees had wrapped the crane in non-transparent plastic in order to cut down on the wind and cold to which they were exposed.  Employees would pull down the plastic so they could see; however, the visibility of the area was decreased exposing employees to being struck by loads and falls from loads which are inadvertently lifted with personnel on them.
