On or about March 31, 2014, employees were working around and with chemicals that included but not were not limited to, fuel gases for soldering/hot work, solder, and the Cambridge-Lee Industries, Inc. copper tubing. The company had not developed and implemented a written hazard communication program that was specific and detailed to the companys work operations.  In addition to lacking specificity, the program was lacking key elements.
