29 CFR 1926.502(b)(3): Guardrail systems were not capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied within 2 inches (5.1 cm) of the top edge, in any outward or downward direction, at any point along the top edge: Location: 28 Merrell Avenue, Stamford, CT Each employee working on the third floor at a residential construction site was not protected from falling due to an inadequate guardrail system. Consequently, On or About March 11, 2014, an employee while working on the third floor level fell against the guardrail system, the guardrail system failed, and the employee sustained a 21 foot to a lower level (ground).
