29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s). a) Workplace: On or about April 1, 2014 at Building 626 Marine Corps Air Station Beaufort, SC; Site inspections were not being performed on a frequent or regular basis by a competent person, ensuring safety and health hazards were identified and corrected in a timely manner. NOTE: A "competent person" means one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authorization to take prompt corrective measures to eliminate them. ABATEMENT CERTIFICATION IS REQUIRED

29 CFR 1926.95(a): Protective equipment, including personal protective equipment for eyes, face, head, and extremities, protective clothing, respiratory devices, and protective shields and barriers, were not provided, used, and maintained in a sanitary and reliable condition: a) North side of the building: A sub-contractor employee sanding EPS insulation board which was attached to the wall of the building was not wearing safety glasses. The EPS insulation MSDS required the use of safety glasses while sanding on it. b) North side of the building: A sub-contractor employee sanding EPS insulation board was wearing his respirator on his chin. The EPS insulation MSDS required the use of a respirator while sanding on it. Premier Exteriors, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.102(a)(1) which was contained in OSHA inspection number 736742, citation number 1, item number 1-a and was affirmed as a final order on 04-15-2013, with respect to a workplace located at Pooler, GA.
