The scaffolding was missing side- rails and mid-rails creating a fall hazard for the employees of approximately 25 feet to the ground below, on or about March 31, 2014. 29 CFR 1910.1200(h)(3)(iv): The details of the hazard communication program developed by the employer, did not include an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet, including the order of information and how employee could obtain and use the appropriate hazard information:Construction Reference: 1926.59). (a) 242 Eden Road Lancaster, PA - Employees use hazardous chemicals in the work place, such as but not limited to Dryvit Sandpebble 1321. The employer did not provide employees with training on the revised hazard communication standard (HCS 2012) label elements and the new format and type of information on each section of the safety data sheets (SDSs) to ensure that when employees begin to see HCS 2012 compliant labels and SDSs in their workplace, employees understand how to use the labels and SDSs and access the information effectively, on or about March 31, 2014. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.
