29 CFR 1910.1200(e)(2)(ii): The employer's hazard communication program did not include methods the employer will use to inform the other employer(s) of any precautionary measures that need to be taken to protect employees during the workplace's normal operations and in foreseeable emergencies:    Contractor employees were engaged in removing and replacing filter elements in the Shoup Plant inlet filter separator vessel.  Without notifying control room personnel, contractor employees responded to an unexpected transitory condition by spraying the vessel with water.  As a result, contractor employees were exposed to a pyrophoric reaction which possibly caused the combustion of hydrocarbons in the vessel.
