29 CFR 1910.120(q)(1): The employer did not develop and implement an emergency response plan to handle anticipated emergencies prior to commencement of emergency response operations:  Fire Station, Bldg. #48:  An Emergency Response Plan (ERP) had not been developed for fire fighters operating at the operational level who engage activities such as, but not limited to hazardous material containment, clean-up and decontamination.   This would include spills such as, but not limited to JP5 & JP8 fuel, aircraft battery acid, inside HazMart area and other hazardous materials being used in chemical processes on base.  At a minimum, the following elements must be included in an ERP:  - Pre-emergency planning and coordination with outside parties; - Personnel roles, lines of authority, training, and communication; - Emergency recognition and prevention; - Safe distances and places of refuge; - Site security and control; - Evacuation routes and procedures; - Decontamination; - Emergency medical treatment and first aid; - Emergency alerting and response procedures; - Critique of response and follow-up; - PPE and emergency equipment.   ABATEMENT DOCUMENTATION REQUIRED

29 CFR 1910.132(d)(1): The employer did not assess the workplace to determine if hazards are present, or are likely to be present, which necessitate the use of personal protective equipment (PPE):  Fire Station, Bldg. #48:  The employer did not conduct a hazard assessment for personal protective equipment this is required to each specific job tasks that firefighters perform.   ABATEMENT DOCUMENTATION REQUIRED

29 CFR 1910.146(d): Under the permit space program required by paragraph (c)(4) of this section the employer did not ensure that the requirements of (d)(1) through (d)(14) were met:  Fire Station, Bldg. #48:  The employer did not ensure that a written permit required confined space program was established and implemented for firefighters engaged in confined space rescue operations.  The confined space program would apply to spaces such as, but not limited to man holes, underground vaults, aircraft fuel cells and some mechanical rooms.    ABATEMENT DOCUMENTATION REQUIRED

29 CFR 1910.1030(c)(1)(i): The employer having employee(s) with occupational exposure did not establish a written Exposure Control Plan designed to eliminate or minimize employee exposure:  Fire Station, Bldg. #48:  A written exposure control plan was not written and established for firefighters who have occupational exposure to blood and other potentially infectious materials while performing job duties such as, but not limited to crash, fire and rescue operations.   ABATEMENT DOCUMENTATION REQUIRED
