29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent): a) On or about 04/10/14, in the 2nd floor outside platform/loading area, there were not standard railings on the sides facing flour silos #5, #6, #8, #3 and #4 exposing employees to falls below of approximately 14 feet. b) On or about 04/10/14, in the 2nd floor outside platform, there was not a standard railing on the platform leading to the emergency ladder between silos #1 and #5 exposing employees to falls below of approximately 14 feet. ABATEMENT DOCUMENTATION REQUIRED The Star of the West Mill Co was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.23 (c)(1), which was contained in OSHA inspection number 314456906, citation number 1, item number 1 and was affirmed as a final order on 1/24/2011, with respect to a workplace located at 162 N. Water St., Kent, OH, 44240.
