29 CFR 1926.404(b)(1): The Employer did not use either ground fault circuit interrupters as specified in paragraph (b)(1)(ii) of this section, or an assured equipment grounding conductor program as specified in paragraph (b)(1)(iii) of this section to protect employees on construction sites.   On April 16, 2014, Norton Sons Roofing Co., Inc. employees used electrical hand tools powered by on site generators that were not equipped with or used in conjunction with ground fault circuit interrupters.  The employer did not implement an assured grounding conductor program.    Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.19(c).
