29 CFR 1926.20(b)(2): Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers. There was no frequent and regular inspection program being maintained in use by a competent person to ensure the job site, materials and equipment such as stud wall top plate fascia installation and unprotected side or edge roof deck sheeting fall protection systems or devices were being maintained and utilized in a safe condition.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): Located along the Raydo Cir. and Leffel Ln. side areas of the wood framed hotel structure employees were observed performing roof deck sheeting and on the third floor stud wall top plate Raydo Cir. side employees were observed performing fascia installation associated operations and all adjacent to unprotected perimeter exterior sides or edges both without conventional or alternative fall protection systems and exposed to fall potentials in excess of 24.
