29 CFR 1910.141(a)(4)(ii): All sweepings, solid or liquid wastes, refuse, and garbage were not removed in such a manner as to avoid creating a menace to health and as often as necessary or appropriate to maintain the place of employment in a sanitary condition:  a) Firearms Cleaning Room, where paper  towels impregnated with flammable solvents including, but not limited to, Hoppes Gun Bore Cleaner were disposed of in an uncovered plastic trash can that was not emptied on a daily basis.

29 CFR 1960.8(a):  The Agency head did not furnish employment and a place of employment to each employee that were free from recognized hazards that caused or were likely to cause death or serious physical harm:  a) Lynden Port of Entry, where employees were exposed to the hazard of being struck or crushed beneath a falling load while operating the Western car lift, serial no. 61625.  The U.S. Customs & Border Protection was previously cited for a violation of this standard which was contained in OSHA inspection no. 476102, citation no. 1, item no. 1, issued on July 24, 2012 with respect to a workplace at Blaine, WA.  ABATEMENT NOTE: Among other methods, one feasible and acceptable abatement method to correct this hazard is to:  1. Comply with the most recent edition of the American National Standard, Automotive Lifts-Safety Requirements for Operation, Inspection and Maintenance (ANSI/ALI ALOIM: 2008).  2. Instruct and train employees in the proper use of the Western car lift.   3. Conduct periodic inspections of the Western car lift as recommended by the lift manufacturer to insure that the safety locking devices and all other components are in safe operating condition.
