Cross braces and side brackets were used as a means of access:     On or about May 29, 2014, employee(s) were exposed to falls approximately 23 feet in height to the ground level below, when working from the work platform of the scaffold, which did not have a ladder for access and egress to and from the scaffold platforms, while applying plaster to the exterior wall.
