29 CFR 1926.20(b)(2): The employer did not develop an accident prevention program, that provided for frequent and regular inspections of the job sites, materials, and equipment, to be made by competent persons designated by the employer.    a)  Kuser Rd., @ Rt. 130, Hamilton, NJ:  On or about 06/03/2014, Mercer Management & Development, Inc., was the controlling employer on a jobsite and did not develop an accident prevention program, that provided for frequent and regular inspections of the job sites, materials, and equipment, to be made by competent persons.  As such three SM1 Carpentry employees were conducting framing activities at the edges of the 4th floor roof decking with no form of fall protection.  The workers were exposed to a fall hazard of approximately 40 feet to the ground below.
