29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a)  At Lot 105 Marley Ln Auburn, Alabama:  On or about June 3, 2014 and at times prior; the employer failed to ensure his employees involved in framing activities had fall protection exposing them to a fall hazard of 9 feet to the floor below.  b)  At Lot 105 Marley Ln Auburn, Alabama:  On or about June 3, 2014 and at times prior; the employer failed to ensure his employees moving lumber around the ladder area inside the house were provide with fall protection  exposing them to a fall hazard of 9 feet to the floor below.

29 CFR 1926.1053(a)(1): Ladders shall be capable of supporting the following loads without failure:  a)  At Lot 105 Marley Ln Auburn, Alabama:  On or about June 3, 2014 and at times prior; the exposing employer exposed his employees to fall hazards in that he allowed his employees to use a job made ladder on site to gain access to and from the second level of the house and the ladder did not have blocks under every rail.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladders length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  a) At Lot 105 Marley Ln Auburn, Alabama:  On or about June 3, 2014 and at times prior;  the employer failed to ensure a job made ladder used on site by employees had its rails extend at least three feet past the landing area exposing employees to a fall hazard of 11.5 feet to the floor below.
