29 CFR 1926.300(b)(2): Moving part(s) of equipment exposed to contact by employees or which otherwise created a hazard, were not guarded:  a) Building 19 Clifford Circle, Somerset, NJ: Employees were exposed to moving parts, specifically the belts, pulleys, and flywheel, of a Jenny air compressor utilized to power pneumatic nail guns.  Condition observed on or about July 7, 2014.

29 CFR 1926.416(e)(1): Worn or frayed electric cords or cables were used:  a) Building 12-16 Clifford Circle, Somerset, NJ: Extension cord leading from an adjacent home to supply power to multiple pieces of equipment, including but not limited to a Makita saw, was missing the outer cover resulting in exposed inner wiring, exposing employees to electrical hazards.    Condition observed on or about June 28, 2014.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above the lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, nor was an alternative fall protection plan which meets the requirements of 29 CFR 1926.502(k) developed and implemented:     a) Building 12-16 and Building 19 - Clifford Circle, Somerset, NJ: Employees were observed performing framing operations at a height of approximately 8' to the 2nd level,  13' 6" to the ground below and 24' to the ground below with no fall protection in place, exposing them to fall hazards.    Condition observed on or about June 28, 2014 and on or about July 8, 2014.

29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access:     a) Building 12-16 and Building 19 - Clifford Circle, Somerset, NJ: Employees were allowed to use a ladder that was not secured and did not extend 3 feet above the working surface to allow for safe access on and off the roof and the second level of the home being constructed.     Condition observed on or about June 28, 2014.
