29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:    (a) DELTA ROOFING, INC. on or about August 6, 2014 allowed workers to work where there was an unprotected edge that was approximately 18 feet from the ground and did not require the workers to be protected through the use of fall protection.

29 CFR 1926.1053(b)(1): Where portable ladder(s) was/were used for access to an upper level landing surface and the ladder's length did not allow the ladder side rails to extend at least 3 feet (0.9 m) above the upper landing surface being accessed, the ladder was not secured at its top to a rigid support that will not deflect, and/or a grasping device was not provided to assist employees in mounting and dismounting the ladder:   (a) Delta Roofing, Inc. on or about August 6, 2014 used an extension ladder that did not reach 3 feet above the parapet wall.  The ladder located on the south side of the building under construction was not anchored to prevent displacement and grasping devices were not provided to assist employees in mounting and dismounting the ladder.
