Subcontractor roofer employees were not utilizing a means of fall protection and/or tied off to an anchorage point while walking and working approximately 20 feet above ground level on the elevated roof with a 10:12 slope pitch. The subcontractor employees were installing new roof materials such as, felt paper and roof shingles on the elevated roof,  on or about 09/03/14.
